The treaty severely restricted the production of guns by German arms companies and prohibited the development of new weapons, not only artillery. The ban on development was circumvented by Germany virtually from the beginning by moving its researchers and designers to foreign sites in friendly or neutral countries, notably Italy, the Soviet Union and Sweden.
