He was apparently a good investigator

The author describes Col. Markovič is practically a god of crime fiction, and there’s hardly a page on which he doesn’t write admiringly, “Jirko, you’re amazing”. However, the investigator was not part of the criminal investigation department. The criminal investigation department was staffed by people who worked in the field for the investigators and secured "non-procedural" evidence. The investigator either processed this evidence or did not. In the vast majority of cases, the criminal investigation officers would bring the suspect in to see the investigator, and it was then up to the investigator to ensure that the suspect’s statement complied with the Code of Criminal Procedure. I know quite a few criminal investigators (not detectives) who did an excellent job, whilst the detectives merely documented what these ‘operatives’ had uncovered and ensured it complied with the Code of Criminal Procedure. The relationships between the perpetrator and the person who convicted them, or was in the process of doing so, were often similar to those described by the author.
