Of course it doesn't work, the router must be connected to the internet, otherwise you can't see the current live image, settings or view the saved logs in the app. While this is not the most common scenario, there is no mention of it anywhere. Eventually this was solved by creating a hotspot on the mobile phone that would access the camera.

If you want it as a "security" camera, then paying for the cloud would probably be necessary, because if something happens, and the attacker then turns off the camera/power, you have a notification on your phone, but the video is not in it (because without the cloud, it downloads from the camera's SD card).
