Balance in broadcasting
The analytical and regulatory practice of broadcasting in the Czech Republic has not yet had a settled interpretation of the concepts of objectivity and balance, and therefore has not been able to take into account the key requirement of the Broadcasting Act that no political party should be unilaterally favoured in the entirety of the broadcast programme, taking into account their real position in political and social life.
This state of affairs has long generated uncertainty on the part of broadcasters, discontent on the part of political actors, and distrust on the part of the public, even though in the age of social networks the importance of broadcast media (especially public service ones) for the operation of the public sphere and rational (all-)social debate is increasing, which cannot be sustained in the long term without legitimacy based on quality and balanced coverage of politics.
The present publication aims to address this unsatisfactory state of affairs by providing a detailed explanation of the key theoretical foundations as well as a follow-up methodology for conducting quantitative content analysis of broadcasting. It is addressed to the key players in Czech broadcasting and regulatory practice – employees of public and private broadcasters, regulators and analysts. It will find its application in the professional training of future journalists and media analysts, as well as in debates between the public and their political representatives.
The publication was produced as the main output of the grant project "Balance in Radio and Television Broadcasting", a joint project of the Faculty of Social Sciences of Charles University and Newton Media.
