In a few hundred years, the world will be a dying, inhospitable wasteland, criss-crossed by giant machines on wheels whose primary goal is to find the remaining sources of food and raw materials. This is what the original cities have become. These mobile cities are full of people, and the largest and most powerful of them all is London. It grows by absorbing the smaller machines that get in its way.
This is how Hester Shaw (Hera Hilmar), a mysterious girl with a scarred face, ends up in London. She seems to be the only one who doesn't mind that London has swallowed her home town. This is because it has brought her close to its ruler, Thaddeus Valentine (Hugo Weaving), with whom she has an old score to settle.
But Thaddeus is also glad to see Hester. The girl possesses an object that could make him the most powerful man in the world. And because Thaddeus has a bit more firepower than she does, Hester finds herself on the run, accompanied by a hopelessly impractical bookworm and a renegade with a huge bounty on her head.
