What does it mean when a cylinder lock is Safety Class 3?

The Safety Class 3 means that the lock is expected towithstand a thief armed with a crowbar, screwdriver, hand tools, and a manual hand drill. The lockpicker is expected to have some understanding of how the cylinder lock mechanism works and be able to use this knowledge to his benefit. A 710mm crowbar or longer gives him an option to use extra physical force on the lock.
